Founded in 2013 by Rob Worsley, Midland County Former Offender Advocacy and Rehabilitation (MCFOAR) helps individuals returning from incarceration rebuild productive, independent lives. Through compassionate support, practical resources, and strong community partnerships, we empower people to overcome barriers and become thriving members of our community.

MCFOAR provides a critical bridge from incarceration to independence by connecting participants with the resources they need to succeed, including:

  • Employment readiness and job placement

  • Housing assistance and stabilization

  • Recovery and addiction support

  • Mental health resources

  • Education and life skills development

  • Transportation assistance

  • Mentoring and peer support

  • Community connections and advocacy

Reminder: Only Midland County residents are eligible for financial assistance from MCFOAR.
